I want to lose body fat without getting muscles [big or hard looking muscles anyway].

Is there a way to do this? If you need to know a little bit about my body and current health here are a few facts:

Height: 5’1′
Weight: 118 lbs
Body fat percentage: 22%

I wouldn’t consider myself to be unhealthy, I would just like to slim down certain areas…like my thighs in particular.

My Girlfriend is 15 years old, 5.8feet and weighs 132 pounds. She thinks she’s fat, but actually she’s not, comparing to her age and weight. But she wants to get a lot thinner. She tried different diets but she thinks it doesn’t change anything!

The Protein is "Protein Powder" it has vitamins and protein nothing bad like creatine or steroids

Ive been wanting to lose some of my fat and gain a bit of muscle at the same time period. I want to look toned basicly. If just lifting wieghts for a time period but just gained muscle and didnt really lose any fat. So what are some combination of workouts, diets, advice, anything that could help gain a bit of muscle and sone fat at the same time? Thanks for the help.
